Victory Arts Projects has developed and operated after-school and enrichment programs since 2001 in our
original Victory Hall, Grand St. Jersey City, building.  
We believe the Arts can be a marvelous vehicle for social interaction, for developing our understanding of
other cultures, and for teaching a student to think and act in creative, positive ways.  We developed the Victory
Arts Projects Children’s program in response to the incredibly diverse community that exists in Jersey City.

2000-2007-Art Appreciation/Art teacher grades 3-8 and After-school Program Co-coordinator OLC School;
Manager of City of Pittsburgh’s Summer Art Education Program; . Artist, curator and Executive Director of
Victory Hall, since 2001.

Juris Doctorate, University of Chicago Law School; Wisconsin Conservatory of Music Merit Scholar;
American Conservatory Piano Performance Program; NJ Standard Teaching Certification; Teacher, Jersey
City Board of Ed-teacher in gifted and talented program (H.O.P.E.S.), general ed and inclusion classes; A-
Team Civic Assoc. Award (P.S. #9); JC Board of Ed. Research Team Award; ETS Recognition of Excellence
in Teaching Award; PTO President, Hoboken Head Start; Executive Board, Garden Pre-School;  Victory Hall,
Inc. Board of Trustees since 2003, currently serving as Board President;  Visual artist and independent
curator.   

Susan Cippoletti-As National Project Manager of Girl Scouts USA, develops national hands-on training,
curriculum development for education for staff and volunteers. Recently developed and introduced a national
girls’ leadership curriculum, entitled, “Challenge and Change: Challenge Yourself, Change the World.”  Prior to
joining Girl Scouts, Susan spent 10 years working in program departments of leading children’s and science
museums at the management level.  Prior to that, teacher of early childhood programs in an urban
environment.

Jill Scipione - BFA Carnegie Mellon, Pittsburgh, Pa-
2000-2006-Art Appreciation/Art teacher grades 3-8 and Librarian for K –8 for
OLC School. Independent curator and visual artist.

Barbara Williams Masters Ed NJCU, Jersey City, NJ Co-Founder, Rise- Up Productions; High school history
teacher,  JC Board of Education.

Keith Kelly -  BFA School of Visual Arts 1980, Special Education Certification- NJCU 1998  Taekwondo
instructor for 3 decades; 10 yrs teaching in JC Public Schools.

Rochester 'Rocky' Gibbs- retired Jersey City High School  teacher and coach in the Jersey City Public School
system.   Education: BS in Health & Physical Education; South Carolina State University. Certificate in
Theater; from, The Academy Of Dramatics Arts, NYC.
